Historia Arboretum sięga roku 1983 roku kiedy huraganowe wiatry wyłamały i wywróciły część drzew znajdujących się w drzewostanie nasiennym. Spadek poziomu wód gruntowych, powstanie naturalnych luk i szkodniki wtórne dodatkowo osłabiły drzewa, przez co las przestał pełnić funkcje drzewostanu wyłączonego. Atrakcyjna lokalizacja, rosnące potrzeby społeczne i chęć ochrony zainspirowały leśników z Polskiego Towarzystwa Leśnego do utworzenia w tym miejscu niewielkiego Arboretum. Był to rok 1989. Przy współpracy z naukowcami i pracownikami innych ogrodów botanicznych opracowano założenia zagospodarowania terenu. Pierwsze drzewa i krzewy posadzono w 1990 roku. 65 sadzonek różnych gatunków przekazane zostały przez Arboretum SGGW w Rogowie. W następnych latach szybko przybywało kolejnych okazów. Jak większość ogrodów botanicznych Leśne Arboretum Warmii i Mazur spełnia trzy zasadnicze funkcje: edukacyjną, naukową i społeczną. Niewielka odległość do wojewódzkiego miasta sprawia, że głównym celem jest edukacja społeczeństwa. Arboretum w Kudypach stale się rozwija, w roku 2011 powstała kolejna atrakcja edukacyjna – Lapidarium geologiczne, czyli kolekcja kamieni i głazów narzutowych z terenu Warmii i Mazur. Najnowszą inwestycją Nadleśnictwa Kudypy jest Izba Edukacyjna. W nowym budynku Arboretum możemy znaleźć kącik przyrodniczy ukazujący piękno przyrody kudypskich lasów, jego roślinność i żyjące tu zwierzęta. W pozostałej części znajdują się eksponaty historyczne związane z pracą leśników oraz wystawa geologiczna. Nowo otwarty obiekt ma być miejscem, gdzie dzieci i młodzież w przyjazny i ciekawy sposób będą poszerzać swoją wiedzę o przyrodzie. W okresie od listopada do kwietnia Arboretum jest nieczynne.
